just checked out .. 2yrs bond for iphone wid vodafone conn. 8gb is arnd 10k 16gb is 15-16k(not sure abt 16gb)

Airtel does not offer plan lock on phones like HTC touch. Perhaps I should have stated that beforehand

I dont think plan lock is feasible at all in places like India. In all liklihood the phone will retail at a price point equivalent to USD 400
