Problem connecting a laptop and a computer in lan

I think i've tried everything i could try, this shit has gone too far. I'm trying to connect my laptop (win 7 home basic 64 bit) to my home computer (win 7 32 bit ultimate) and i have unsucceeded in doing so. I use an ethernet cable to do so and seriously this sucks. Previously it used to work when my home comupter was on XP and laptop was the same (home basic 64 bit), but it works no more now :'| [ima big noob in networking and stuff...]

it does conenct in lan, i can see it, but when i try goign in the drive a message like this comes

now see i transfered this image from my laptop to my comp, using the shared folder which is the only folder i can access in both. someone help :| (btw i create a workplace in my home computer, when i do so, i cannot conenct to the same from my laptop.) [i think i have missed some ip shit, pleae help ;x ]
 
This is how i have set it up.

I have connected my laptop (win 7 64 bit)and desktop pc (win 7 32bit) via the ethernet cable.

Have assigned ip to pc as 10.11.111.xxx and for laptop 10.11.111.yyy and gateway as 10.11.111.1 for both and dns server as 202.144.115.4 again for both.

Now what i have noticed is that i can only share files among them if i have it in public folder.

FOr which the path is c:\users\public

So the file i want to share is kept in that folder and then accessed by the other computer by going to

control panel>network and internet>view network computers>then selecting the computer.

If i keep other drives on share they give same error message as yours so no workaround for that,im guessing cross-over cable if required for that.
 
Go to "network and sharing center" and in that click on advanced sharing settings on the left.

There will be 2 profiles listed there. "Home or Work" and Public. Generally the first one is the profile you chose.

Expand that and see whether these options are selected:

1. Turn on network discovery.
2. Turn on file and printer sharing.
3. Turn off password protected sharing.

Also need to know how you connect to the internet. But, that should not really matter since the other computer is visible to you. Only an issue of access permissions.
