Storage Solutions Problem detecting external HDD

Recently I've been having this problem with Vista x32 Business where every time I plug in a new USB storage device (pen drive or HDD), it asks me to intall drivers and never finds any if I tell it to look for them. Now I've got a new external HDD (laptop HD in a casing) and vista installed the drivers for it when I selected the windows directory to search for them; however, now the HD doesn't show up in Computer even though it shows up in device manager as a "Toshiba something" and in disk management as "Disk 1". It has been initialized as it shows up as soon as it is connected to my brother's PC. I've tried updating my HD drivers and USB Mass Storage drivers but both are supposed to be upto date already. I've tried as many solutions as I could find online, but none helped. I've tried replacing the usbstor.inf and .pnf files, tried changing the USB disk drive letter and my DVD drive letter to make room for the HD letter, but it didn't work. I've tried assigning it a drive letter through disk management, but it says "Console view is not upto date. Please refresh, restart disk mgmt or restart your PC." I tried all these things and it still doesn't work. I can't even format it from disk mgmt.

This problem happens with ALL new usb drives that I attach to my laptop, whereas the drives that I've already used with it before work fine.

Laptop model is HP Pavillion dv5200tx

Please help! A quick response would be greatly appreciated.
