PC Peripherals Problem identify

I hv a mobo intel extreme dp67bg , i7 2600 connected to it ...ram, gpu all are disconnected....
When antec vp650p psu is connected to it, as it hits the power button fans spins up for a second and stops every time...psu passed the paperclip test though

Previously i connected 4 low quality iball 650 watt psus all get burned...

My question is where is the fault? It is the mobo or cpu is the culprit?
How to check it??
This punk mobo donot have an internal graphics port also...
Never recommend an INTEL ORIGINAL board.....

remove it from the case and test it. maybe something in case is shorting the mobo.

Maybe....Is antec psu has any kind of security that prevents it to supply power to the faulty system?

Just checked, psu connected to Mboard outside of case and jst few seconds psu spins and off again...

Man, no ram attached still mobo runs for 2 secs
