Problem with internet connection

Im using Iquara internet via motorola surfboard 5100 series cable modem.
Here r the settings i have been using for my Ethernet conn. to my modem:

IP:xxx.xxx.xxx.62 (dunno whether its safe to give out my IP ..yes its FWalled)
subnet mask:255.255.255.224
default gateway:219.91.166.33

Primary DNS:203.187.192.15
sec. DNS:203.187.192.12

I just reinstalled XP and now im getting very low speeds in opera and IE (Observed via DU meter and netmeter).They r like ~900bps etc.

I know My modem is fine as i was getting ~6KB/s before reinstall.

I tried changing the DNS addresses to some other values but no use..

Any help is highly appreciated.
 
I'm not sure but could you download a file from a pretty good server & try measuring the speeds you are getting through a download manager or something?
Cause the settings that you have provided by no means can explain the slowdown.
Regarding changing DNS servers & still finding the same problem doesnt amuse me cause it would have been different if you couldnt access some sites through FQDM[Fully qualified domain name] also you could have rectified the problem at the DNS servers you have been using had it been that case.

Oh btw never give your public IP address.Even if its firewalled its a best practise to keep it to yourself.Most importantly it hardly matters what your public IP address is when troubleshooting internet or TCP/IP problems.
 
I see no reason of a internet activity slowdown,but you may as well check the event viewer logs & see if there is anything unusual.Also as a matter of concidence give a call to your ISP & check whether there hasnt been any problem at their end to say the least.
