try using techpowerup ati tray tools to set the fanspeed manually.
i am not sure if this will help since your temps are crossing 85-90deg so i guess the fan might be already running on full speed but still give this a shot.
otherwise clean the dirt from the card & apply thermal paste if u can & check. also check if there is nothing blocking the card in the cabinet & its not really cramped up.
@stormblast There is no dirt on the card and i dont know how to apply thermal paste.I ran ATI tool scan for articrafts ,After 3 minutes the temp reached to 103C But no errors detected.Nothing is blocking the card.

when i switch on my system.Its not starting when i switch off my monitor for some time and switch it on then it is getting starting.otherwise it is freezing.
