Proxy server?

Beginner
Hey..

Previously i've never had this trouble.
but since yesterday it has started.

I have been put behind a proxy server.. ( i think )
so now i can check my ip . coz wen i do that i get my server ip. ( not my external Ip ):S
and if i ask someone to ping my external ip address they get a time-out..

How do i come to know if its a proxy or wat is it? i m confused .. pls help!:S
