PSP 3004.
PSP 3004 is cheaper, has bigger (and better) screen and can play UMD/Downloadable content as well.
With PSP 3004/2000/1000 series, You can purchase UMD from the stores if you want fresh or you can go for second hand umd from other gamers allowing you cheaper alternatives as well.
GO has got only games via Digital Download which is still an issue around here.
PSP Go might come with few more games in the bundle but in the longer run the PSP Go loses out to the PSP 3k due to running cost and above mentioned factors.

The white color looks a bit gay though. You may ask the dealer if he has a black one in stock.
The deal is pretty good if you ask me. IIRC my friend picked up his 3004 for ~10k INR close to a year back. And he seldom did did any research - walked into a store in Pune and picked it up with a couple of titles.
@spacey: Do we have a proper mod for the 3004 yet? As in not the one that goes when the battery runs out of juice. If yes, could you please post a link of the mod. I can post the firmware version if you require one. I haven't delved too much into the PSP territory as yet.

Fine line people always are worried about is the pirated stuff but that is not the case always.
One can play the backups of their own UMD as i been doing ever since my UMD door latko-ed on me. Darn Sony wont find a repair center feasibility in India.
My psp has been an emulation system mainly (still enjoy playing Goonies and Battletoads) with legit umd lying around as well. So you are on safe turf.
As for the 3k series (and some of the later 2k series psp) the ofw 5.03 was the last bastion the homebrew community celebrated.
Exploits for ofw> 5.03 is Still in the works.

Like our resident PSP Guru Spacescreamer said, go for PSP 3000/2000. If you want to save some money then go in for a second hand piece, and preferably a 2000/2004.
