Public ip on mobile broadband?

Is there any mobile broadband provider which gives out a public ip address rather than a private ip address?
I want to use 3g as a fail over WAN. And I want to remotely access my machine over the internet.
 
BSNL GSM and CDMA both gives public IP. + there is an option to avail static IP on BSNL GSM .

AFAIK Private operators are not giving public IP.
 
We once deployed around 150 locations on public IPs doing IPSec back to main HO on BSNL CDMA. So i'd say BSNL would work. But their network is anything but stable.
 
My primary WAN is BSNL. It would have been better if the secondary wan (3g) was not a BSNL. Hopefully, they don't share the same gateway.
 
TCL was next best thing as a secondary isp for me. Branches had a Cisco 1800 connected with these two modems providing redundancy through basic routing.
