Seems you are confused and also confusing others. Will make you clear.
1) Your question is whether you can use the netbook screen as your desktop's monitor, right ?. That will only be possible if there is VGA-in or similar port in your netbook. AFAIK, there are laptops/netbooks which come only with vga/dvi/hdmi out only. So they can only outptut the signal to an external TV or monitor. First of all why would you want to use a small screen (that too a 10" screen ) for your desktop ?. Has your desktop monitor gone kaput ?.
So most probably its not possible.
3) Finally you told that you want to connect your netbook to your 21" LCD. You can use a VGA to RCA/S-video adapter/converter to output VGA signal over RCA/S-video cable. The cable which you have shown has both.
But.. for doing the above ( converting vga to RCA/s-video), your vga port of your
netbook should support vga out over RCA/s-video. I think this isnt supported by all the laptops. Only some expensive ones support. Since yours is a netbook which is in-expensive also, IMO it wont support.
4) So you need to have a vga-input in your TV. If there isnt such input, then atleast your netbook should come with s-video output. But since the evolution of HDMI, etc the S-video output is hardly seen in todays laptops.
So unfortunately, in your case there is no solution for both your queries..
