If a property (say a township under construction) is declared as NPA by the builders lending bank due to non payment of dues by the builder, the bank can auction the flats to recover their dues. I have read that they can also auction the flats which are already sold to customers.

In this case, what kind of protections exist to safeguard the investments of customers who might have had made partial payments out of their own pocket and through home loans?
