questions regarding paypal

im planning to signup for a paypal account . i have a few question regarding that

1. i have a icici bank credit card (not international though). can i use paypal to donate or pay to a site in us dollars??

2. if yes, will i have to pay more than the exchange rate? like if i transfer $10, will i have to pay more than rs 450 (assuming rs45 per dollar)

please help me out!! im really confused!:huh:

1. Most Visa cards work on Paypal, you can try using yours if you like. You can send money in any currency you like.

2. No, Paypal doesn't charge anything for sending money, but the receiver may be charged some amount.
