A friend needs these any ideas where I can find them , if I could get some good 2nd hand IBM / Dell racks that would be awesome as well.
 
Most well known bulk PC shops can arrange server/networking racks. Just say them the size and specs.

last time i inquired, a 17u rack which can accommodate 4* 24 port switches and 4*patch connectors with a couple additional slots for expansion, with power extension and two 230v ac fans costs 11k.
