RAM. Which one is better?

Hello everyone. So I've had some problems when choosing RAM. It turns out RAM frequency and speed are not as important as memory's timings. This is exactly what memory's speed depends on. So, which RAM is better in that case? I'm deciding between these SODIMM DDR3L:
1. Memory frequency 1866 MHz, bandwidth 14900 MB/s, timings CL11-11-11
2. Memory frequency 1600 MHz, bandwidth 12800 MB/s, timings CL9
So which one do you think is faster and more reliable?

Where and on what you planning to run the ram? Give your setup details.

What CPU and chipset? 1866 is useful only if you have the z97 chipset and a k series CPU.
