How to get those administrative rights to set the priority of a process to real time?

Why can't i change priority in my ofc system(Win 7) to realtime, it only set it to High ?
But in my home pc(Win XP), i can change priority to Realtime as well as High.

may be due to user right limitation, are you an administrator ?

No we login as a user using a userid/pwd.
I think they have created users in a particular domain denying adminship to all for obvious security reasons.
