Graphic Cards Recommendation - basic graphics card

Looking for a basic graphics card with HDMI, VGA outs to replace existing card which I think is dying. Prefer fanless, full height w/ optional low-profile bracket

Gigabyte. Dislike the crappy fan on existing GPU.

Why do you think the current GPU is dying ? What signs is it showing ?
No iGPU.

BSOD within a few minutes post boot. If BSOD does not occur, display flashes RGB after boot within a few minutes and stays that way (for at least 5 minutes, until I give up waiting and force a reboot). Disk activity appears to be continuing while the display RGB flashes from looking at the HDD LED activity indicator. Keyboard is responsive. I have to force reboot (via press and hold power button). Post the reboot neither of the above errors occur. I also noticed that if I manually introduce a boot delay(since the BIOS does not have option for boot delay) by going into BIOS setup, staying there for about a minute or so, exiting BIOS without saving any changes and reboot to continue, the above issues do not occur.

https://www.nirsoft.net/utils/blue_screen_view.html of minidump files from the BSODs indicate errors from dxgkrnl.sys, ntoskrnl.exe and nvlddmkm.sys with the first dump showing all three and thereafter only the first and third. Event viewer logs for BSOD show bugcheck was: 0x00000116 (0xffffe708de44c460, 0xfffff8075c8a1120, 0xffffffffc000009a, 0x0000000000000004).

"The description for Event ID 153 from source nvlddmkm cannot be found ... \Device\Video1 Error occurred on GPUID: 200" and "The description for Event ID 153 from source nvlddmkm cannot be found ... BusReset TDR occurred on GPUID:200" errors are logged in event viewer from display RGB flash events.

You can probably pick up a used 1650 - 1660S in that price at the local market. Pretty good for basic gaming and editing workloads.
Thanks, I'll keep an eye out, but the used market (OLX, FB) is mostly a crap shoot especially for GPU's.

I would avoid both of those platforms, incase of GPUs it is just better to go to the electronic market area of your city, ask around and get a piece tested F2F and buying it. Almost every good PC shop in the country has 2nd hand availability.
