I think the new thing they are talking about is DHT. None of the other Indian trackers seem to have it.

why would they enable dht when all intl trackers ban it?

Enabling DHT i not really a good idea. It screws up the ratio i guess. It works well with public trackers but not with private ones. Correct me if i am wrong.
