Req. possibility of a new PC for Rs 20 Thousand Rupees (Hyderabad)

I am trying to get / build a new PC with at least 17" LCD monitor
within Rs 20K. you might have seen some advertisements in print
media that a new PC is available for Rs 15K / Rs 16K ... etc

following advertisement has been appearing in a reputed computers
monthly in Telugu. it is also promising a 3 year warranty. it is for sale
at another city (Vijayawada).

I want to try for a better configuration for a maximum of Rs 20K
(without the OS) . it is for general purpose & simple gaming for
children { general arcade games , eg. Turtle odyssy, Sonic, ... }

please suggest me a suitable configuration within 20K Rupees.
{ I may be able to add a 2 thousand rupees . so max~ Rs 22K }
