Actually he would hv 70ms if he somehow changed his mode to "Fast Mode." And from the looks of the trace route, he appears to be having a different route. See, there is no ill-chn link in there. Maybe tata has a SG backup gateway and your friend (lucky or unlucky? If he downloads he will get comparatively worse speeds) is being routed through it.

Its hope less re... i tried taking this issue up with BSNL people long time back (there was a big big thread in vinuthomas regarding this also.) These folksans are supposed to use BGP to route the data. So if a user is sending a packet to SG, it goes through SG route and COMES BACK via same route. Now because of ****ed up static routing schemes (actually Tata indicome appears to be using BGP, just that Hyd is far away from the nearest international gateway + 25ms added because of Interleave mode) your packet goes out one way, comes back another. Just because the network engineers are not competent enough.
 
Well, sry din post earlier.. got a call frm airtel peeps day bfore and they said they sorted the prob.

The reason for this high ping tht the airtel CC gave me was tht they have 2 diff routings.. one thru singtel and taiwan and other one.. dun remember exactly but he said some other route thru US.. so he said after the taiwan quake they had changed routing to the 2nd one, hence 300 pings.. this was sorted out, but again they had some probs so they had to change routing. After i complained and told them ill withdraw my conn and some of my frends too then they sorted it out and have changed the routing.

So basically, if airtel uses the 2nd route then 300+ pings.. else if they use thru singtel then 80 pings.
