I think invites are disabled for now.
I still have 10 of them and cannot invite anybody new.
I think they are trying to clear the backlog first so all requested earlier do keep checking your inbox regularly.

Also, if you sign in through Google+ in Chrome, you get the account automatically...

I ran out of invites quickly. But this is what I believe helped me get an account.

I had installed this extension in Chrome. I tried to access Google+ through it, and I got the account. Till yesterday, this method wasn't working for me.

Just log in with google account on the google home page.
Then click the topmost left icon of the google page
it will be written "your name +"

Many of my friends whom I invited didn't even get any invite mail from Google. I think they do not send them immediately.
