I registered a new account with different mobile no. & tried again with different no. Same issue !!
 
My primary number is linked to a PayTM account. I created a new account, and recharged my number, coupon worked fine.

I think it just need to be a new account, you can recharge any number.
 
i got myself 3 coupons,i recharged my parents no, but couldnt recharge my no since i have idea. and shared the deal among friends
