I think its high time, government / municipalities setup some governing authority as to periodically check if the teachers are on the right track as per the Boards teaching norms.

Teachers cannot whip punishments out of their pockets. Specially schools in rural areas.

Seems you are taking the proverb "spare the rod, spoil the child" too seriously. You need to understand the difference between being strict and outright harassment. ........

I'm not one sided, I was jsut putting the other side's point of view as general sentiments go towards the victim and generally things are exaggerated from their side when news go public.
