Graphic Cards Sapphire 2600 Pro Fan Problem

Hellow,

My friend just bought a Sapphire HD2600 Pro 256mb 2 weeks ago

When first he got the card it was with me so i checked the card as soon as i opened it saw couple of things which looked weird to me

1. The capacitors that were there on the card had a RMA marking on them a blue line accross them.

2. When i put the card in my system the fan of the card started and stopped as soon as the beep came.

3. When again restarted the system the fan behaved same way but started after few seconds of the beep.

4. Took the card to my friends place and checked

His Config:

AMD X2 4800+

Jetway 690G

Seventeam 450W

2 GB transcend ram

It started in the 1st shot at his place without any issues, but when restarted the system it started behaving the same way how it did at my place.
So the card was sent back to Prime AB/GB for replacement. Got the replaced card on Saturday 12th everything was looking perfect on it. but the same problem occurs. don't know if its our system or the card cuz no 2 system can behave the same way with different config

Help Please.

maybe prime got a bad batch of cards, ask them to test it there before accepting a new card
 
i told them to check it before i got the new card when i received the new card the box was open and i asked the prime guy if he had checked the card or not he said yes.
