The Supreme Court on Thursday said bureaucrats will no more take oral orders from their political bosses, as it sought an end to frequent transfers and suggested a fixed tenure to protect them from political interference.

Suggesting sweeping reforms in the functioning of bureaucracy, a bench headed by Justice K S Radhakrishnan said Parliament must enact a law to regulate postings, transfers and disciplinary action against bureaucrats.

Holding that much of the deterioration in bureaucracy is because of political interference, it said that civil servants should not act on verbal orders given by political executives and all actions must be taken by them on the basis of written communication.

And .. It asked the Centre and all state governments along with union territories to issue directions within three months for providing fixed tenure to civil servants.

I wonder how much of this will be realized.

I don't think it will work like this.
Many times, interactions with politicians for good of citizens are on the spot emergency situations and immediate action may be required. No one will wait for a letters and red tape to be cleared.

Meh...yet another one of those supreme court suggestions that no one will even bother with..

I don't even think that waiting for written communication applies to each and every aspect/scenario.. (ignore emergencies)

Finally. Once supreme court does say these things they become an issue and are over time achieved. Orders and paperwork are two different things, orders can be given in emergencies and executed while the paperwork is done later. Happens all the time.

This if implemented will be a big blow to the politicians cause its like SC stepping on their tails and asking them not to get ahead of themselves. :D

Any relaxations given will be easily turned into legal loopholes. Where there is a will there is a way :P
