screensaver is not automatically turning on

I am having a weird problem in windows 7. The screensaver is not automatically turning on even if it is set to an interval of 1 minute. I have a fresh install of windows 7 with all the latest drivers. I have been googling it for a long time but still can't solve the problem. My conf is: Intel DG31PR, Dual Core E5300 2.6 Ghz, 3GB RAM DDR2, 160Gb HDD(120SATA + 40 PATA), Microsoft USB optical mouse 200, a old compaq keyboard. Everything is working fine except this problem. What may the cause?
 
Can you let us know where exactly you set this up? It is normally got by right clicking on Desktop -> Personalise -> Screen Saver.

If you have set and its still not working, check what Power Management scheme you have in place. That might be issue.

My power management scheme is set to balanced.....but it's still not working. I don't know why this is happening.
