Can I use this with a 3060 Ti FE?

It only uses half the pins on the 12 side and a single 8 pin from the PSU.
Yes you can. Since 3060Ti FE is low power it only uses half of the pins on the 12 pin side. Please note you cannot directly plug in this to the PSU. You need to use your PSU's default 8 pin cable and plug this to the PSU cable

Thank you and yes, I'm aware. Had a fun time separating Nvidia's in-box cable from my PSU 8-pin cable earlier today. No idea what happened but I need a new cable and a new PSU.

Only the cable that's supplied in the box with the 3060 Ti. I can't see any other reason for this spectacular failure. The same PSU powered a 1080 Ti at one point just fine.
