Slow 3g speed in mobile (nokia5230) compared to datacard.

I recently purchased nokia 5230 and activated 3g sim of bsnl. The speedtest results are around 0.5 mbps to 1 mbps download. But when i used the micromax 3g data card of my friend with the same sim on my computer when it gave the download result of 1.5mbps to 3.5mbps.

Is there some reason that phone gives lesser speed than the data card. I tried connecting phone with bluetooth as well with USB cable but no remarkable difference was there.
 
some phones have speed limit

i think your area is updated with a rev-a tower rev-0 only gives speed upto 2.4 mbps
