Slow speed of torrents in TATA VSNL

i am a user of vsnl 256kbps plan UL i am trying to download through torrent but my speeds are very low even thought the torrent is in good health i am only getting abt 15kB/s dl speed but when i dl through rapidshare i get abt 30-32kB/s what is the problem i have done th port forward also.And can anyone tell is 30kB/s a good speed for 256 or not.sorry if i have posted this in a wrong form i am new.
 
256kbps=256/8=32 KB/s .. So 30 KB/s is good speed for ur pack . As of torrents it also depends on torrent's health like number of seeders, total number of peers,etc .
