Small (24-32 inch) TV for movies, 20-30k budget

I'm looking for a small monitor or tv(ideally 27 inch to match my hifi rack ) but can go one size up or down.
Main purpose is movie/tv viewing. Looking for good contrast, colours etc, some sort of eye care feature would be nice.

Don't want high resolution, high frame rate, different types of sync etc.

One display port and hdmi input is enough.
On one hand there are some 32 inch hd ready qled tv's available. On the other hand there are many monitors with HDR400 rating and good color reproduction. What should i look at?
 
I am perfectly fine with an hd ready tv if it means better colours and contrast - a lot of the stuff I want to watch is available only in SD and 720p, and most of the generic brands have poor upscalers.

Also not interested in smart capabilities. Will be using Chromecast
 
What is your main source of input.

Do you plan to watch tv channels using tata sky or airtel

Or do you plan to watch OTT content

Or do you plan to watch dvd or blu ray content from your local storage.
 
Input will be ott from Chromecast and a kodi pc or my dvd collection (played on pc and upsampled via madvr), and in that order of frequency. Want really good blacks for night viewing and colours for day viewing

If you want good blacks for night viewing it is better to buy led tv. TVs from TCL or Hisense will be available in that budget.

I saw TCL 50 inch led tv today in Reliance store for 33k. It look very good. In demo video, blacks looked very good.

If you have any store near by, you should check out once.. Since diwali sales are still going on.

I have upgraded to Sony TV 55inch 4k tv last year from Sony 21inch 10080p TV (bought some time in 2013-2014).. Our primary usage is to watch TV channels and occasional OTT. Sony does good upscaling.. If upscaling is priority check for Sony..

I would suggest you to buy at least 43 inch 4k for tv purpose..
 
Update: bought Lenovo L27I-40 mostly for cosmetic reasons. It's fhd, ips, cheap and most importantly, silver. (My entire stereo rack is silver)
