Software to limit the bandwidth

Is there any software out there that can limit the internet bandwidth, both download and upload. I have a 2mbps connection. But i need to limit it to 256kbps during video chatting so that i download and upload lesser data. I tried changing some settings in my webcam software, reduced the quality, but i still get about 350mb of download and upload for 1 hr of video chatting.

of course the posters are asking for your personal experience and recommendations usually not just google links which they could get themselves :ohyeah:
 
Wouldn't limiting the bandwidth akin to what you try to do using your webcam. I mean lesser quality only translates to lesser bandwidth and vice a versa. What you are asking is equal to trying to play a high quality avi video over the net on 256kbps at the same rate as on 2 mbps without any issues.
