source of .ogg files?

Ogg is an open source audio codec right? its more or less better than Mp3's.

Nope once you convert the audio cds into mp3 a lot of data is discarded, converting it to ogg won't cause the mp3 to regain its audio quality. No idea about sites that allow legal music downloads in .ogg format though.

What you are looking for would be here I guess, although I am not sure if you are looking for the source code for the decoder, or just some ogg vorbis media files. Both you can find at the official site.

96kbps OGG files are supposed to be equivalent to 192kbps MP3.

Not necessarily... there are lossy oggs as well.
