@OP have you considered that this may be caused by something local installed on your system/browser?
 
Working fine for me. Either there's malware on OP's device, or these sites were hacked en mass and the situation has been resolved now.
There is no issue with my device, in fact I searched it for myself when I saw someone mention it. These websites have been hacked. The situation is not resolved. They still show up on Google search when we search for "fitgirl repack". There is a vulnerability in all these .gov.in related portals somewhere which is still exposed.

I am on iOS. Have only installed Zomato and Uber like apps from Apple App Store. I crosschecked it with different devices too. Someone had mentioned this on reddit. Decided to check it for myself. Was surprised. You should just search for "fitgirl repack" once.

It's not you. Looks like multiple gov.in sites got indeed hacked. Redirection to rummy sites have stopped, but all these sites need cleanup.

Those lazy f's at NIC manage most gov.in sites. The hack probably originated there.

Yes, I checked again. OP is right. There are multiple websites belonging to state governments which have been hacked, Bihar, MP, Jharkhand, Telangana are the ones I tried and got redirected to rummy website.

It has made it to international subreddits as well. Our agencies haven't even managed to take the website down in the whole day. This is the state of cyber security in this country.
 
Looks like someone is just trying to make sure you dont accidentally give the goverment any data by registering on their site. And they figure if you are willing to give the government any data there is a good chance you are into gambling already (cause thats what giving the government your data is, 50-50 shot it gets hacked/stolen/leaked). So they are redirecting you to some other gambling websites they think you might like.

Not seeing the problem here honestly.
 
While checking security on my gmail account the following details have been leaked to the dark web by these websites:
