Stayzilla CEO arrested

I just read this and was wondering what is people opinion on this. Here's the story on his arrest by TOI (referenced later):

Couple of things which strike me here is:
a. My way or the highway nature of Indian business. There might be efforts to negotiate the bills from both the sides but there doesn't seem anything to suggest this. Asking people to approach courts or filing complaints is odd.
b. Criminal vs civil offenses - I always wonder why do police in India approach people or even entertain civil offense cases. It just causes confusion and comes out nothing but as a shakedown tactic. They cannot arrest people or ask them to come to station unless there is a proper complaint or cognizable offense is there.
c. Harassment - This is more of a personal opinion but I find people here tend to easily allege harassment. So there will be two guys hurling abuses at each other, one doesn't get his way and the next you know it he will accuse the other for harassment. (in this case - the landlord problem seems quite real but the media agency thing seems kinda iffy).

Still does anyone know how true is the claim that they have not refunded people?

I'm not fully aware of the arguments of both sides but the following bit I think has more to do with corruption at the ground level. I'm assuming someone went to the local police station and "worked out" an arrangement for a shakedown of some sort.
