m using " Samsung-2243NWX " LCD monitor

Screen Size : 22 inches:hap2:
15 Pin D-Sub is available
Display resolution is 1680x1050

My System config is

Intel Core 2 Duo E7200:hap2:
4 Giga Hertz RAM
8600 GT graphics card:hap2:
Please suggest me a good TV TUNER card that i can use in my comp....
Requirments are:

Very Good Picture Quality (should watch tv programs in 22inches)
Video Recording
Should be able to connect Tata Sky in the near future ...

My budget is 3.5k
