Suggest a vv low budget CPU+MoBo+RAM+Cabinet+GPU: <20K

Im looking for only a CPU as I have a HD TV, Gaming wheel, Keyboard etc. Budget max 20K.
Below is what I need.
1. CPU
2. Mobo
3. RAM
4. GPU
5. HDD
6. Cabinet with SMPS

Reason to keep the budget low is I game very occasionally and have laptop or other work.
Games ill be playing are Grand Prix 4, F1 2010 etc. Game play is more important then graphics so I can settle for lesser details/res.

Another option I have is to get a PS2 console for 5.2K and play console games but then from what I have read PS2 graphics take a hit on HD TV. Or PS3? What do you guys suggest?

@akshay200x, the only issue with Jakob's RIG is the RAM, the one recommended by him will leave the onboard IGP of the Llano processor starved for bandwidth and thus performance will suffer. I suggest that you go for the --

Corsair Vengeance OR G.Skill RIPJAWS 4GB x1 1600MHz ~1700/- [add another module ASAP; for dual-channel bandwidth advantage]

We found that the memory bandwidth ranges from 13GB/s to 16GB/s with typical dual channel memory kits on our AMD A8-3850 APU and Gigabyte A75-UD4H motherboard. This difference doesn't sound that great, but a 3GB/s increase when dealing with 13GB is a very nice 23% performance increase. Most of this performance gain is seen when moving up from a 1333Mhz to a 1600MHz memory kit is where you'll see the largest performance jump. For example 2x4GB 1333MHz CL8 memory kit was able to hit ~12.7GB/s memory bandwidth, but the 2x4GB 1600MHz CL8 memory kit has ~15.0GB/s of memory bandwidth, which is a very nice 18% improvement over 1333MHz.

We also saw over a 20% gain in performance in gaming benchmarks, so if you ever plan on playing games with an A6-3650 or A8-3850 APU then you'll most certainly want to invest in a 1600MHz or 1800MHz memory kit. Since the AMD A-Series APU and A75 chipset are all about being budget friendly, you'll want to get a memory kit at a good price too.

The thing is, before anyone can be made to care about integrated graphics scaling, the graphics engine has to be deemed viable. HD Graphics 2000—the implementation on most of Intel’s Sandy Bridge-based processors—is a baby-step better than Clarkdale’s dismal showing. Only now does Intel see the value in arming more mainstream processors with HD Graphics 3000, the way it should have at launch, which is why we finally have chips like the Core i3-2105 to test.

But as we’ve seen, the Radeon HD 6550D core at the heart of AMD’s A8-3850 is actually a respectable performer. So much so, in fact, that it’s hamstrung by a lack of memory bandwidth at 1333 MT/s, even in a dual-channel config.

The FSP Saga II 400W and Corsair CX V2 430W are both hard to find in most metros apart from Bombay and Hyderabad. Also, the Corsair CX V2 SMPS has been replaced by the Corsair VS450W, please avoid the same because it uses poor quality capacitors.

Prime ABGB has i3 setups with 4 and 8gb ram selling at 11-13K thats a good start get a 2500 corsair smps 400w get a 5k video card and some cheap cabby you are set.
 
The problem with i3 is it's igp doesn't match the performance of an AMD A6 or A8 for that matter so no use of intel rig @ALPHA17 thanks for the correction was wondering about the intel rig before posting AMD rig hence the fault.
