PC Peripherals Suggest good USB TV Tuner for Laptop

Hie,
I need to buy USB TV Tuner card for my laptop to watch tv.
Need a picture quality as well as my budget is 2500.
The picture should not lag while watching the TV. Display should be smooth.
Also does USB TV Tuner card harm laptop's screen in any way ??

no1 uses USB TV Tuner on TE ?? suggestions guys ......

Get a cheap one for 1.1-1.2k, no use of spending extra as you wont get HD resolution with normal analog cable tv.
