My friend wants to buy a graphics card ... His configuration is
view sonic 19 inch
asus +nvidia geforce 6100 motheroard ( AM2NF6G-VSTA )
160 gb hdd
dvd writer
amd athlon 64 x2 dual core processor 4000+ 2.11Ghz
ddr2 3 gb
Techcom 450W powersupply

He has his cousin on Hongkong..... So if its cheap there do suggest within his budget....

His budget to the max is 5K....

first of all you'll have to upgrade your PSU.

Get yourself a Corsair HX 550 or VX450 if you'll not be overclocking.

then get a 9800GTX from any brand that you like,i'll suggest you to go for XFX or Zotac

Yes, +1 for the above suggestion. Definitely try and invest in a better PSU for now and future upgrading needs.

VIP gold/silver PSU|Zeb Pro 350(hat tip to Spectre) + HD 4670... might exceed his budget by a little bit though.
The 4670 should max. nearly all games at the native 1440x900 res. .

Posted EDITED:- Read the post below mine. :)

VIP is bad quality nowadays, no more FSP OEMs
Zeb Pro 350 seems to be good and recommended by some good folks here

and I would strongly advise to get GFX card locally here with warranty, dont make sense getting it from abroad for little saving
1. no warranty
2. less resale value

the PSU is crap, dont bother running any rig with that
