want to purchase/build a low power system for net surfing/downloading. please advise me if it is better to go for a branded system or assembled(with component detail)

Mention a budget for starters. Also, what do you plan to download - torrents/cyberlockers/usenet. Finally, whether you are ok with used hardware, since you might get a used laptop which can do the same.
