What GPU does he have? Why i5 760 when the shining new SB has released :)

Components Description Price (INR)
Processor Intel Core i5 2300(2.8GHz,4 Cores)/i5 2500(3.3GHz,4 Cores) 9300/10300
Motherboard Intel DH67BL(4 RAM slots, USB 3.0) 5600
RAM Kingston 2*4GB DDRIII 1333MHz 4200
Cabinet CM Elite 310 1500
PSU/SMPS Gigabyte Super 460 2000
Total 22600/23600

But you will have to increase the budget slightly to get Intel Core i5.
Intel® Desktop Board DH67BL - Overview (Max 32GB support :) 4*8GB)

Intel Core i5 2400 -- 9.5K
ASUS P8H67 M LE -- 6.5k (check for the B3 revision sticker before purchase)
Kingston 2*4GB DDRIII 1333MHz -- 4.2k
Corsair CX400 -- 2.5k

Shoots your budget by 2-3k, still worth those extra bucks IMHO.
