His budget is 35k-40k.

Brand: will prefer Dell or Sony Vaio

Bro this topic has been discussed millions of times. There are lots of options from Dell (Inspirons, Studios), Sony (Vaio W etc.) as well as other brands.

What do you mean by official? Requirements will vary based on what he needs. He could be working as a test gamer at EA Games (nothing less than a gaming powerhouse) or a typist at some law firm (an Atom based book) for all we know.
