Tablet at target price of 4k

Have a nephew( class 10th) birthday coming up beginning Feb 13- and wish to gift a tab near/below 4k to him, will necessarily need it to have a reasonable capacitive screen with Android 4 or higher and if possible connectivity with GPRS and Wi-fi.
Is this a achievable goal- please advise.
Will the new Aakash2 fill the bill ?
 
GPRS, IMO wont be there. If you cant get the Penta 701C/709C, go for the Aakash. Also, if possible, try to get a cheap Ainol with a Allwinner SoC.

The min for a 2G/GPRS enabled tab I have seen so far is 6K
