Tata Photon Max throttling my connection and doing nothing after complaints....

I got a Tata Photon Max Wifi Connection (40 GB@ Rs 999) in December 2014 in Kolkata.I was getting consistent speeds of around 4.5 Mbps D/L and 2 Mbps U/L till last month and I was pretty satisfied with the connection as the maximum speeds as per Tata are 6.2 Mbps D/L and 3.2 Mbps U/L.
However since the last one month my speed has been reduced to 300-400 Kbps(With IDM I am getting around 60 KB/s).I raised the issue to the customer care twice and they said that since I am located in a high congestion zone with excessive users my speed will be around 300-400 Kbps.

I have been using a Tata Photon Max Wifi Connection (Mobile No. 92xxxxxxx) since December 2014 and to be honest I was quite happy with the speeds and service provided by your organization.
However since the last one month I have been getting a consistent speed of around 300-350 Kbps which is much lower than the 4-4.5 Mbps average speed that I used to get in the same location and the signal strengths are the same as before.
I called up the Photon Customer Care and they said that in spite of using up only 10% of my FUP of 40 GB my speed has been capped as I am located in a Heavy Congestion Zone(In the vicinity of Park Circus 7 Point) and my speed will be restored in 1 or 2 days. However this has been going on for the past 3 weeks and I am still stuck in speeds which cannot be called Broadband as per TRAI regulations let alone High Speed Broadband.

I raised this issue to the Customer Care again and they confirmed that this issue cannot be solved in the near future and thereby I think that the purpose of a High Speed Broadband connection is not being served by Tata Teleservices in spite of claims to the contrary.

I request you to kindly look into the issue and let me know if anything can be done or else I will have to look at other alternatives as this is not at all the level of service that I signed up for.

The same thing happened as they called me up and said that we will have to close this ticket due to the High Congestion Zone issue for which they can do nothing.
I then got a colleague's Tata Photon Max dongle(which has the same speeds as mine except that the dongle has no wifi capability) and lo and behold...........the speed was around 4.5 Mbps.So this seems to me to be a case of targeted throttling of heavy users as both the dongles were tested at my home and the signal strengths were the same for both dongles.
Today itself a Tata Docomo representative from the Appellate called me up and said that they are facing technical difficulties and they cannot give any timeline as to when this issue might be resolved.

What are my options right now to get these guys to unthrottle me ?
Do I have to go to the Consumer Forum or is there some other easier way to get around this issue.Do you guys have any suggestions?

Best option in my opinion is to dump this tata photon and get wired internet connection. Almost all wireless connectivity provider are chor.
 
I used to have a wired Alliance Broadband connection via my local cable operator but their service is crap.My line has been down for the last 6 months even after calling up those guys everyday.

So then I got fed up and applied for a Airtel Broadband Connection.These guys came and took Rs 500 for a new connection but after 3 months they said that it will not be possible at my location and refunded my money after following up with them umpteen number of times.

My only option is Tikona Broadband right now who are distributing flyers in my area but I have only heard horror stories about their service.

So my options right now are next to nothing.
