Someone in the other thread mentioned mods dont go a long way in making a game what it is. This thread is basically for mods (no maps and skins packs plz) which are complete or under development. So start listing.

The modding scene is faltu these days compared to the 1997-2001 period.
ctf, rocket arena, action q2, jailbreak, chaos deathmatch, wfa, urban terror, true combat, generations arena, team fortress, cs, dod, the specialists, underworld, classic deathmatch, natural selection...

Nowadays I can't think of many mods that can be considered nearly finished and playable as the above.
I myself know of only two, red orchestra and deathball.

The majority are tp stuff, some are promising but far too incomplete to be playable.
Almost an year since hl2 was released and we don't have one single mod that can be considered a good playable mod.

Maybe hopefully as the current games mature with time.

dod:source is just coming now this month after everyone already paid for it an year ago. Then again if it's financially supported, it doesn't qualify as what people traditionally think of as a mod.

doom3jedi is canned already, its qake4jedi now.
classic doom is more like a collection of remakes of doom1,2 maps than a mod.

excellent thread -- something really OFF the usual Topics but interesting one. I too will be highly seeing into all that modding. Im new to games - but im really interested to play some good mods for my HL-2
