The website of the NGO shows that it partners with another NGO - Asian Network for Free Elections (ANFREL) which actively works in the Indian subcontinent.
Can't wash off hands so easy, it's deeply rooted than how average person can think.

People in the US government are not confused, it's most likely just that the Trump team tried to convert the funding list items into outrage news headlines and didn't care about how accurate they were.

You must have heard about that "50k $ for trans play in cambodia" or something like that, that again was actually given to some university as a general grant, and the uni just happened to have a trans play.

In the case of this NGO they most likely looked up on its website what it generally does and gave it to Trump to read.

100% of Bangladesh is part of the Indian subcontinent, so that doesn't contradict the later news that it was Bangladesh. We can't really expect accuracy, exact record-keeping, and truth in declarations from the US (or any other country) for such spends. There are way too many incentives to lie: news headline generation like @roadrash99 is saying, satisfying the voters, personal glory, even the interests of the country he's the president of. Truth is a very distant priority. So I won't be surprised if there are more twists and turns to this story.

Though I'm aware that this article is designed to make uneducated people think that this article is relevant to the question about whether the $21 million went to India or Bangladesh, while not addressing the subject directly. But better news sources have addressed it directly, so we don't need to worry.

Non profits are by law required to have records for their financials. This is not some top secret CIA stuff. No doubt US does that kind of covert stuff too, but they will not do it openly like with USAID. This is just a Trump generated hoax that all the media houses in India and even our government are falling for which is sad to see. Here is one of the annual reports of CEPPS with detailed income and expenses

 
We know the US does soft coups around the world and has been doing so for long.

So if things become undesirable in the US they can do the same thing too. Can't overthrow leaders in the US but you can create all manner of obstacles so they don't enter office and if that fails hound them with bogus charges throughout their term

Yes, by "such spends" I mean specifically the secret part of operations affecting regimes of other countries. Whether the infrastructure of USAID is used for that, or not - we can only speculate and infer. By definition of "secret part", USAID's or US government statements will not be reliable about it.

Nothing forensic about what DOGE is doing, they are just cutting US government programs with a chainsaw, in their own words. All this justification you hear about 21mn going to India etc is just the PR justification for it.

Yes this was always public knowledge but what actually gets discussed in media is decided by politicians and their actions. You can go to internet archive yourself and see that the details of all this expense was always there.

If India couldn't do anything with its money in these two countries than how why this USAID spend is a big deal. Honestly you will not even be able to turn Municipal elections in a tier 1 city with $21mn.

Biggest recipient of USAID is Catholic Relief Services, which is a Christian organisation also active in India, that received 4.6 BILLION $. You will not hear this in the news though because most Trump supporters are Christian.

So what you hear in the media is carefully selected to paint a certain narrative.
