Read how the calculation is made in the video I posted above, it has nothing to do with tariffs. It's based on trade deficit and 10% is the minimum rate.
It's kinda funny how that works out to half for so many countries isn't it?

They're developing just like us yet see how low import duty on US products is there. I notice same for Chile & Colombia too. Maybe its some Americas thing.

Then you have Japan & Korea and wonder why they impose so much on US imports. The EU is only slightly better.
 
Explained in the video, they arbitrarily selected 2 as a dividing factor.
First column - trade deficit / total exports to US
Second column - (trade deficit / total exports to US)/2

Already countries might've decided a less dependent future on USA, if they are wise enough i.e...

In reality, countries may settle this with USA, aka make new 'deals', for mutual benefit. Still future trustworthiness will be in limbo.

Because Obama conned them into among other things free ammo so they shut down their basic ammo factories. Artillery shells, tank rounds and bullets. Free. Courtesy uncle Sam. That's how you put a leash on an attack dog. Force them into a defensive mindset from the offensive one that won the six day war. The mindset that would have sorted out the Iranian threat ages ago.

Somewhere between 50 - 100. Which is like 10% of their total deaths. I find that figure unacceptably high. But its a war and shit happens....

Short answer is that other countries like China are catching up so relative influence and economic power that US is used to will no longer be maintainable. Share of US in global wealth is going down.
Agreed except Russia will be a vassal state of China. It will not be one of the "poles". My guess would be - US, EU, China. 30 years later maybe we can add India to that.
