Just go through the consultation papers at TRAI ::::::: & suprise suprise the regulator is hard at work. Here are some noteworthy samples :-

2. (a). Letter sent to Stakeholders Seeking Comments pertaining to Quality of Service for Broadband. 24 May 2006
3. (b). Consultation Paper on Fixing the Benchmarks pertaining to Quality of Service for Broadband 24 May 2006
4. Consultation Paper on Interconnection Issues relating to Broadcasting and Cable Services. 11 May 2006
The last one may be known but the 1st 3 are virtually unknown. These are all in form of pdf's downloadable from the TRAI site. If possible give u'r comments to TRAI atleast for the 2nd one.
