Tv Tuner Card External or Internal?

My PC specifications are ( i am presently using 14" CRT monitor [planning to but LCD ])

I am going to buy a tuner card which is better internal or external

I need to

1 Record shows
2 Medium cost( below 2500rs)
3 If i buy external is their any option to record shows
4 For internal is their any option to protect PC from surges in signals
5 Need vista support (64 bit if avaliable)
6 Good video Quality

The more options the better

Below 2.5k with recording option , with Vista 64-bit support I guess it gotta be Hauppauge PVR-150 with MCE remote

Some external PVR solutions are there but they are friggin expensive

i am not sure about the other options but

6 Good video Quality------------------------------------------------The only quality problem i get is from my cable guy if its crystal clear on tv then it is crystal clear on this card including recorded shows(as far as my experience goes) and i think it can do good res too didn't bother to tinker with it so my knowledge is limited

if u go extrernal... then it means on recording n it also means u can either operate ur pc or watch tv at a time. no simulataneous computing n TV(if ur DisplayDevice has only one input...)...
