U torrent not working... :(

Hello...!
I want to download movies from my college system...
But U torrent is not at all starting download... It shows a red download arrow....
does this have something to do with windows defender of firewall?
Also, I cannot do ping test from pingtest.com....

Please help....

Configuration:
Intel Core 2 Duo E8400@ 3.00 Ghz
Ram 2 GB
OS : Windows 7

Yes , they have may have blocked access to torrents . Test here to confirm : Glasnost: Test if your ISP is shaping your traffic
