In our college when i joined we had full access to all file hosting sites but because of 24hrs of downloads of movies and Games they blocked all filehosts and personal storage even sites like picasa, flickr and imageshack. Later Students Affairs Council made this a big propaganda and access was regranted. But some guys uploaded around 113GB of movies to rapidshare their MAC addresses were traced and one week suspension.
