Review Uber charged me €246 for a trip I never took

Just wondering.
Since services like Uber dont accept cash in many countries and again taking similar examples like what @raksrules posted. Is there any way to limit the damage.
Like use some virtual card which might have a credit limit or some restriction on the maximum value of single transaction (or no of transactions in a defined period) ?
Atleast with that one could limit the potential damage and also be able to use the card without fear. Problem is that many (or maybe most) western countries do not have the 3D security thing that we have.

OTP/VbV should be implemented worldwide. Virtual CCs and Forex Cards can be used as well but I can't wrap my head around why don't these so called developed countries fail to implement such a basic yet crucial security level.
Even one of my card details were for an online purchase abroad. HDFC refunded the 25k amount after taking their own sweet time investigating the matter.
I have yet to come across someone who has been denied a chargeback claim but it must be a nightmare for them if the banks don't have our back.
